Fully Observable (AKA Accessible)
An environment in which the agent percept contains all relevant information about the world, i.e. perfect information is available for use. It also has knowledge of what effects its action will have on the world. Where it's actions are probabilistic, then it can't know for sure what effects it's future will have, but nevertheless, it is able to observe the world in its entirety at any given time.
Learning
In fully observable environments, the agent can fully observe the effects of its actions and hence can use supervised learning methods to learn to predict them.
